Cooperation on Migration and Partnership for Sustainable Solutions (COMPASS) I Final Evaluation

Expected: February 2025

The Cooperation on Migration and Partnership for Sustainable Solutions (COMPASS) initiative, led by the International Organization for Migration (IOM) and funded by the Dutch Ministry of Foreign Affairs, has worked over the past years to enhance migrant protection, support sustainable reintegration, and strengthen policy frameworks across 14 countries. As the programme concluded in March 2024, an independent final evaluation is now underway to assess its impact and extract lessons for future initiatives.

The evaluation will examine key questions around relevance, effectiveness, efficiency, coherence, and sustainability. It will assess:

  • How well COMPASS addressed the needs of migrants, returnees, and communities.
  • The effectiveness of capacity-building efforts for governments on migration management.
  • The sustainability of reintegration measures and long-term partnerships.
  • The extent to which the programme adapted to evolving migration dynamics.

 

The evaluation includes case studies in Morocco, Nigeria, Iraq, and Ethiopia, using mixed methods to ensure a comprehensive assessment. Findings will be shared with donors, implementing partners, and policymakers to guide future programming. The final report is expected by February 2025.
