HERE-Geneva : Annual Report 2024

This annual report summarises the HERE’s work from 2024, a year in which we celebrated our ten year anniversary. Over the past decade, Here-Geneva has worked to bridge the gap between humanitarian policy and operational practice through evaluations, roundtables, and research. We have seen that faced with worsening crises, declining aid, and political impunity, there is a need to revitalise collective leadership and transparency. As resources diminish, prioritisation becomes all the more urgent, and it must be done collectively. Finally, the main protection gap is not limited to operational actors: the protection agenda cannot be optimised without States taking action to address non-compliance with international humanitarian law and other humanitarian norms. 

In essence, there is little we can do to change factors beyond our control, including the relentless realpolitik of governments. However, we can influence their behavior, as well as that of humanitarian organisations and other actors, regarding their support for and commitment to effective humanitarian action. This report provides ample evidence of this.
