HERE was founded on the belief that humanitarian policy change was only possible – and, indeed, desirable – when such change was grounded in evidence. Today, humanitarian policy change is urgent, and our research agenda has never been more important.

In a context where humanitarian needs are soaring and funding is shrinking, independent and critical analysis matters more than ever. We propose concrete ways to reform the system, strengthen coordination, help bridge the gap between policy and practice and contribute to a more effective and principled humanitarian system.

  • Conduct independent research to assess  gaps in humanitarian responses to people affected by armed conflict and disasters 

  • Produce evaluations and analysis that inform the strategy and decisions of governments, donor institutions  and humanitarian organisations

  • Speak truth to power through publishing our findings and recommendations reaching the widest possible audiences 

  • Convene and facilitate frank dialogue among those who have assumed responsibilities in delivering humanitarian responsess
