Compass Mid-Term Evaluation – Commissioned by the Dutch MFA

Final report expected: Autumn 2022

HERE-Geneva, together with ECORYS, is currently carrying out a mid-term evaluation (MTE) of the Cooperation on Migration and Partnerships to Achieve Sustainable Solutions (COMPASS) programme, implemented by the International Organization for Migration (IOM) and funded by the Ministry of Foreign Affairs of the Netherlands.

The COMPASS programme is currently implemented in 14 countries and seeks to address migrant protection (1), countering trafficking in persons and smuggling of migrants (2), awareness raising on the risks of unsafe and irregular migration, rights and legal alternatives (3) and assisted voluntary return and reintegration (4).

The purpose of the MTE is to identify enabling and constraining factors, bottlenecks and potential adjustments and make recommendations to current programme structures, processes and approaches in order to improve COMPASS’ ability to achieve its overall objective and outcomes at country, regional and global levels. A focus will be on the integration of crosscutting themes: gender, localization and Mental Health and Psychosocial Support (MHPSS).
