“Thinking About the Evolution of the Humanitarian Sector: An Exploration Within the World of Ideas” is an independent research project developed and conducted between 2021 and 2023 by Raphael Gorgeu, Senior Research Associate at HERE-Geneva.

An original piece, Raphael’s research explores the dynamics of change specific to the humanitarian sector. His project resonates with the work HERE-Geneva has undertaken since its creation and contributes to more global reflections on some current and future aid issues.

Applying insights from theoretical frameworks in social sciences – especially philosophy, sociology, and international relations – this research intends to bring new perspectives on how to approach change in humanitarian aid and to contribute to more theoretical debate on the construction of social reality.

Thinking About the Evolution of the Humanitarian Sector: An Exploration Within the World of Ideas. A socio-phenomenological approach to change – a brief introduction

Considering both the contemporary issues of humanitarian action and the state of current professional and academic research, this project aims to understand how the humanitarian sector has evolved since its structuring in the 1990s.
It ultimately lay some foundations of an original model to think about change of this sector. It also provides an opportunity to reflect on concrete implications that such an analysis would offer.

For thinking about change of the humanitarian sector, this research project mobilises an original approach, described here as socio-phenomenological. Such approach consists of acknowledging the centrality of ideas for understanding how the social reality changes considering that they have a significant influence on the behaviour of agents and the trajectories of a sector.
Applied to the humanitarian domain, the way in which reality and humanitarian aid are approached within this sector, and thus how an agent subscribes to it, would be the very basis of any action and transformation. The evolution in the ways of thinking about crises, of considering what humanitarian action means, or of understanding the nature of needs, would be central to the response strategies deployed by agents and shape the trajectories through which the sector evolves. 

Accordingly, this research examines the change of the humanitarian sector through the evolution of the “idea of humanitarian aid” over the period 1991-2021. In this logic, changes of the sector cannot be explored without examining the evolution in the way in which humanitarian aid is thought of by its agents, and especially the dominant modes of thoughts.
In seeking to unpack how this evolution takes place, and based on an extensive literature of review of about 8,000 documents emanating mainly from the international humanitarian system, this works reveals the presence of forces and mechanisms autonomous to agents which shape the idea of humanitarian aid over time, allowing for a global reading of how change unfolds within this sector.
By going underneath the surface of a visible reality in order to discover those somewhat hidden forces and mechanisms of evolution, it is a sort of “speleological exploration within the world of ideas of humanitarian aid” which is proposed here.

Furthermore, this work should also be seen as a theoretical and practical contribution to social sciences. Through this analysis of the humanitarian sector, this research provides an opportunity to examine in greater depth the ways in which change can be tackled and the approaches and methodologies which can be used, to propose new concepts which can potentially be applied in other circumstances, to scrutinise the links between agents and social phenomena, and to observe the modelling of social reality and its degree of autonomy.

« Penser le changement du secteur humanitaire : une exploration au sein du monde des idées » est un projet de recherche développé et conduit de manière indépendante de 2021 à 2023 par Raphael Gorgeu, chercheur associé senior à HERE-Geneva.

Au travers d’une approche originale, ce travail de recherche explore les dynamiques de changement spécifiques au secteur humanitaire. Il résonne avec les travaux que HERE-Geneva conduit depuis sa création et permet également de participer aux réflexions plus globales quant à certains enjeux actuels et futurs de l’aide.

Mobilisant des cadres théoriques des sciences sociales – en particulier philosophie, sociologie et Relations Internationales – ce projet aspire à proposer de nouvelles perspectives pour approcher le changement du secteur humanitaire tout autant que de contribuer à des débats plus théoriques quant à la construction de la réalité sociale.

Considérant autant les enjeux contemporains de l’aide l’humanitaire que l’état des recherches professionnelles et académiques actuelles, ce travail de recherche ambitionne de comprendre comment le secteur humanitaire a évolué depuis sa structuration dans le début des années 1990.
Il aspire à poser certaines bases d’un modèle original pour penser le changement de ce secteur et ouvre des pistes de réflexion quant aux implications concrètes qu’une telle analyse permettrait d’explorer.

Pour penser le changement du secteur humanitaire ce travail mobilise une approche originale, qualifiée ici de socio-phénoménologique, consistant à acter la place centrale des idées pour saisir comment le changement de la réalité sociale s’opère. Ces dernières orienteraient en effet significativement les comportements des agents et les trajectoires d’un secteur.
Appliqué au secteur humanitaire, la manière dont sont abordées la réalité et l’aide humanitaire, et ainsi pour un agent de s’y inscrire, serait le socle même de toute action et de toute transformation. Les évolutions dans la manière de penser les crises, de considérer ce que l’action humanitaire signifie ou d’appréhender la nature de certains besoins seraient des constituantes centrales des stratégies de réponses qui sont dessinées et déployées par les agents impliqués dans l’aide humanitaire et guideraient profondément les trajectoires au travers desquelles le secteur évolue.

Plus précisément, ce travail de recherche vise à appréhender le changement du secteur humanitaire au travers de l’évolution de « l’idée d’humanitaire » sur la période 1991-2021. Dans cette logique, les transformations de ce secteur ne pourraient être envisagées sans examiner l’évolution dans la façon dont l’aide humanitaire est pensée par les agents impliqués au sein de ce dernier, et notamment les modes de pensées dominants.
Cherchant à comprendre comment cette évolution prend place, et sur la base d’une revue de littérature d’environ 8000 documents issus principalement du système humanitaire international, il dévoile la présence de forces et mécanismes autonomes aux agents qui façonneraient l’idée d’humanitaire au fil du temps, permettant ainsi de poser une lecture globale dans la manière dont le changement se déploie au sein de ce secteur.
En descendant sous la surface d’une réalité visible afin de découvrir ces forces et mécanismes d’évolution quelque peu cachés, c’est en quelque sorte « une exploration spéléologique au sein du monde des idées de l’humanitaire » qui est proposé.

Par ailleurs, ce travail est également à lire comme une contribution plus générale aux sciences sociales, permettant de participer à des prolongements théoriques et pratiques variés. Au travers de l’objet d’étude que constitue le secteur humanitaire cette recherche est l’opportunité d’approfondir les façons d’aborder cette thématique du changement ainsi que les approches et méthodologies pouvant être mobilisées, de proposer de nouveaux concepts pouvant être potentiellement appliqués dans d’autres circonstances, d’examiner les articulations entre agents et phénomènes sociaux, de s’interroger sur le degré d’évolution autonome de ces derniers, et de s’attarder sur la possibilité de modéliser la réalité sociale.
