Principled Humanitarian Programming in Yemen

Final report expected: December 2021.

The purpose of the research is to develop an understanding of the challenges and decisions related to negotiations, access, and coordination that organisations pursue to uphold principled humanitarian action in Yemen. The purpose is not to review a specific organisation’s program or operations, but to review the response of various partners representing a significant sample of the Yemen humanitarian response.
The research is intended for the use of the commissioning partners as well as the wider humanitarian community in Yemen, particularly in view of the ongoing inter-agency evaluation of the humanitarian response in Yemen. Taking advantage of the upcoming discussion on Yemen at the UN General Assembly, the preliminary findings will be used to inform those discussions. The final findings will be presented in various fora, including, but not necessarily limited to, the Yemen Humanitarian Coordination Team, the Yemen Inter-Cluster Coordination Team, the Senior Officials Meeting, and Inter-Donor Conferences.
