Review of inter-agency project for refugees and displaced – Commissioned by the Dutch MFA

HERE-Geneva, together with ECORYS, is currently supporting the Dutch Ministry of Foreign Affairs in the implementation of their Prospects Partnership. This support includes a mid-term evaluation (MTE) of Prospects and broader technical support.

Prospects is a multi-annual hybrid project/partnership with five multilateral organisations (UNCHR, UNICEF, ILO, WB and IFC) working across the humanitarian-development spectrum and each bringing a specific added value. The key objective of Prospects is to further the transformation of the ongoing responses to protracted forced displacement in some of the most affected countries in the world. The Dutch government’s pledge of 500 million EUR between 2019-2023 (the Prospects partnership) made at the Global Refugee Forum in 2019 is meant to push for a “paradigm shift from a humanitarian to a development approach towards forced displacement”. Prospects is being implemented in eight countries across MENA and the East Africa region: Egypt, Iraq, Jordan, Lebanon, Ethiopia, Kenya, Sudan and Uganda.

With the emphasis placed on the partnership aspect of Prospects, the MTE will focus specifically on providing the MFA and key partners and stakeholders with an independent and critical assessment of progress and results of Prospects under its Pillar 4 – the New Way of Working or how partners are going to achieve the expected results under the three thematic areas of education and learning; jobs and social protection; and protection and legal status -for the period 2019-2021.
