As part of the DEC’s standard practice for appeals, the DEC went to tender and contracted the Humanitarian Exchange and Research Centre (HERE), an independent think-tank, to carry out a RealTime Response Review (“Review”) of the DEC member agencies’ initial responses. The Review is meant to take stock of members’ achievements, to identify remaining challenges, and to share learning to inform the next phase of the response. This report reflects the main findings of the Review and explores how the DEC member agencies and their partners have spent the funds allocated by the DEC from the appeal for the crisis to date. It provides a number of conclusions and recommendations for DEC member agencies, which will hopefully inform their Phase 2 plans and be considered by the wider humanitarian community responding to this crisis.
