To be able to offer possible suggestions for both quick fixes and long-term solutions, the starting point for the project has been to clarify – through a desk-based literature review and analysis, as well as HERE’s own analysis – what it is that appears to impede coordination as it is currently framed.
This note highlights four closely interconnected issues, or pressure points, as particularly relevant for consideration if any improvement is to happen.
